Abstract

The paper is an analysis of the Nigerian Public Administrative System in comparison with
that of Russia, as it has to do with similarities, differences and lessons that can be
harnessed from the Russian system of Public Administration. The paper relied mostly on
secondary data sources. Basic challenges gleaned as lessons were also drawn from
Russia. Based on the major findings, it was suggested amongst others, that Nigerian
bureaucrats, policy makers and decision makers should use the mixed scanning approach
or model of decision making when embarking on critical decisions.
