HUMAN CAPITAL DEVELOPMENT ADMINISTRATION IN NIGERIAN TERTIARY INSTITUTION: THE ROLE OF PROFESSIONAL ETHICS

Abstract

The future of any nation depends on the quality of its human capital. University system
which is the medium through which the desirable human capital is produced requires a
high ethical foundation to deliver this objective. It is against this background that this
paper examined the level of management's maintenance of professional ethics in
Nigerian university system. The paper adopts a survey questionnaire instrument as a
means of collection of the data for the study. A total of 286 filled questionnaires were
retrieved and analyzed using descriptive (mean and standard deviation) and t-test
statistics. The paper identified that there is moderate level of management maintenance
of professional ethics in Nigerian university system. Method of employment and size of
staff salaries are influencing factors to maintaining professional ethics in the system.
Most importantly, making research a lucrative venture for academics as well as
motivating remunerations would enhance professional ethics in the universities. The paper
therefore recommended measures to enhance the level of maintenance to enhance the
quality of human capital development in the country.
